The typology of spelling rules and the status of the rule on the words in -insk(ij) / -ensk(ij) / -jansk(ij)

Normative prescriptions of any literary language, including the written norm, are required to be supra-dialectal (supra-territorial), open to the whole society (not confined to any particular social groups), and stable. How do we develop a codification that meets these requirements if the object of standardization is vocabulary used in areas and regions not sharing written experience, such as narrow scientific communities, or territorially remote ones? The article is devoted to the problem of standardizing a particular segment of toponymical lexicon — adjectives in -insk(ij) / -ensk(ij) / -jansk(ij). The theoretical question of the status of regulatory prescriptions in such a situation is considered and an updated rule is proposed.
